Collaboration with European Centre for
Modern Languages (ECML)
Action: 1.C.8
Overview:
The European Centre for Modern Languages (ECML) of the Council of Europe supports excellence and
innovation in language learning across member states. Throughout 2025, PPLI continued its collaboration
with the ECML to promote high-quality language education and to remain informed about policy and
pedagogical developments across Europe.
Main Aims:
•
Continue collaboration with the ECML and explore opportunities for dissemination with stakeholders in
policy and teaching and learning.
•
Engage with international peers and stakeholders to stay informed about developments in language
education policy and practice.
Activity:
Project Coordination (ARPIDE)
PPLI coordinated the ECML project Using ECML
resources to support plurilingual and intercultural
education for democratic culture (ARPIDE). This project
supports member states in implementing the Council
of Europe Recommendation CM/Rec(2022)1 on
plurilingual and intercultural education. Its core

objective is to develop structured procedures and
evaluation tools to help national authorities and
education stakeholders adapt and integrate ECML
resources into diverse contexts.
As part of this coordination role, PPLI:
•
facilitated collaboration between project partners
Competences
for democratic
culture
from member states;
•
contributed to the development of structured
evaluation and adaptation frameworks;
•
supported the alignment of ECML resources with
national policy priorities and classroom realities;
•
ensured ongoing dissemination and engagement
with Irish stakeholders.
This work aligns with PPLI’s national remit in
supporting policy implementation, curriculum
development and teacher professional learning,
positioning Ireland as a leader in shaping practical
European-level tools.
