Overview:
Foreign Language Upskilling for primary teachers continued throughout 2025. Activity during the year
spanned the completion of the Foreign Language Upskilling Pilot from January to August and the
introduction of the new national Foreign Language Upskilling Scheme for Primary Teachers from September
onwards. Across both phases, work focused on expanding participation, strengthening delivery processes,
and establishing the structures needed for long-term sustainability.
Main aims:
•
Build linguistic competence in modern foreign languages among primary teachers ahead of curriculum
enactment.
•
Strengthen teacher conodence and competence in using the target language.
•
Develop cultural and intercultural awareness.
•
Align provision with the Primary Curriculum Framework and the redeveloped Primary School Curriculum.
•
Support the transition from a pilot project to a sustainable national scheme.
Activity:
In total, 310 teachers completed 41 language upskilling courses delivered by 16 approved providers across
French, Spanish, German and Italian.
January - August 2025:
Completion of Pilot and French Language Immersion Programme
Participation in the Pilot9s second year increased signiocantly compared with 2024. Courses were delivered
across CEFR levels A2.1-B1.2 in French, Spanish, German and Italian. Teachers accessed in-person, online and
blended formats depending on personal and professional circumstances.
Between January and August, 339 teachers enrolled and 196 completed courses. French remained the most
widely selected language, with strong ongoing demand for Spanish.
In June 2025, PPLI partnered with the French Embassy in Ireland to pilot a residential French language
immersion programme in Vichy. Twenty teachers participated in an intensive programme combining language
classes, cultural workshops, and school visits. Learnings from this pilot will inform planning for future
immersion opportunities.
